The exact number of deaths is hard to determine due to a lack of records, but the number increases significantly when the deaths in the heavily Ukrainian-populated Kuban region are included. The 1933 harvest was poor, coupled with the extremely high quota level, which led to starvation conditions. The "Decree About the Protection of Socialist Property" – nicknamed by the farmers the Law of Spikelets – was enacted on August 7, 1932. The purpose of the law was to protect the property of the collective farms.

In the late 1920s and throughout the 1930s, Soviet military theoreticians led by Marshal Mikhail Tukhachevsky developed the deep operations doctrine, a direct consequence of their Polish-Soviet War and Russian Civil War experiences.
The Red Army Faction's Urban Guerrilla Concept is not based on an optimistic view of the prevailing circumstances in the Federal Republic and West Berlin.
